1.1.3 Holding / Joining Procedures
When it is necessary for fixed-wing aircraft to hold before joining the circuit due to traffic, they are to track overhead the circuit pattern at altitude 2000 ft.
The circuit is to be joined at the beginning of the downwind leg. When it is necessary for fixed-wing aircraft in the circuit to hold, they are to follow the direction of the circuit, at circuit altitude or as directed by Sek Kong Tower, remaining to the north of the runway.
1.1.4 Restriction on Use of Circuit
The maximum number of aircraft, including helicopters, in the traffic circuit at Sek Kong Aerodrome should not exceed three at any one time.
1.1.5 Communications
All aircraft operating in the SKARA shall carry radio equipment enabling them to establish and maintain two-way communication on 123.6 MHz (Primary) or 121.1 MHz (Secondary).
1.1.6 Weather Minima
Observed weather within the Shek Kong Aerodrome Reporting Area (SKARA), must show visibility of at least 5 km and a cloud ceiling of not less than 1200 ft for circuits.
1.2 Procedures for Entry and Exit to/from Sek Kong Aerodrome Reporting Area (SKARA)
1.2.1 Prior permission must be obtained from Royal Air Force Duty Officer through ATC units for any flight intending to operate within the Shek Kong Aerodrome Reporting Area (SKARA). (Details of flight procedures applicable within the SKARA will be provided by the
RAF Sek Kong Duty Officer.)
1.2.2 Aircraft shall enter or exit the Shek Kong Aerodrome Reporting Area (SKARA) from the CTZ and UCARAs via Kadoorie Gap, Fire Station Gap, Pagoda, Kam Tin Gap and Mai Po (For GFS only)

2. Regulations for Local Flights in the Hong Kong Aerodrome Traffic Zone (ATZ) and Control Zone (CTR)
2.1 GENERAL
2.1.1 Hong Kong Aerodrome Traffic Zone (ATZ) and Control Zone (CTR) airspace are classified as Category C.
2.1.2 ATC clearance for local flying will only be given if, in the opinion of Aerodrome Control, or Zone Control as appropriate, such flying will not interrupt or unnecessarily delay the normal operation of public transport aircraft.
2.1.3 Recreational and training flights, including practice approaches, landings or departures, by privately owned light aircraft are not normally permitted at Hong Kong International Airport.
2.1.4 Before entering the ATZ or CTR, pilots shall inform ATC of their entry point, altitude, route and destination, or other intentions and obtain an ATC clearance for the proposed flight.
2.1.5 Before leaving the ATZ or CTR, pilots shall inform ATC of their exit point and destination, before contacting the next ATS unit, and when Flight Information Service is not available, pilots should notify ATC of their ETA for the re-entry point, and on their return adhere to within 15 minutes of that notified time.
2.1.6 Flights by fixed wing aircraft within the ATZ are normally restricted to joining the traffic circuit or leaving the traffic circuit to proceed to the CTR or Uncontrolled Airspace Reporting Areas (UCARAs).
2.1.7 Flights by fixed wing aircraft and helicopters are restricted on the following CTR routes:
a) Tung Chung Pass fixed wing aircraft not permitted;
b) Silvermine fixed wing aircraft not permitted;
c) Gold Coast Corridor fixed wing aircraft not permitted;
d) South Pass fixed wing aircraft and single engine helicopters not permitted;
e) East Pass single engine aircraft not permitted. (With the exception of Leaving or Entering KTATZ for Kai Tak);
f) Sha Tin Pass single engine aircraft not permitted. (With the exception of routing via Sha Tin Pass to North of Tsing Yi then towards Harbour or Tuen Mun Zone. Maintain VFR at or below 800 feet (RWY 07) or at or below 1500 feet (RWY 25) before entering Ma Wan Zone via Sha Tin Pass)
3. Weather Minima
3.1 VFR flights during daylight hours may be approved :
a) within the Hong Kong ATZ providing the weather observation at Hong Kong International Airport shows a visibility of at least 5 KM and a cloud ceiling of not less than 1 500 ft;
b) within the Hong Kong CTR providing the weather conditions on the intended track of the aircraft are a visibility of at least 5 KM and a cloud ceiling of not less than 1 500 ft.
4.1 Helicopter Local Flights
4.1.1 Prior to landing at any site in the Territory, other than Hong Kong International Airport, pilots shall contact the appropriate ATS unit and advise the estimated duration of the ground stop-over.
4.1.2 Immediately after take-off from any landing site within the Territory, pilots shall inform the appropriate ATS unit of their position and intentions.
4.2 Helicopters flying in the Control Zones
To minimize congestion and to enhance flight safety in the Control Zones, pilots are to observe the following:
4.2.1 ATC
Keep read backs short. Note that full read back is only required for QNH and clearances.
Acknowledgement of other ATC instructions can be made by a simple “Wilco”.
When high traffic volume is expected, ATC will sometimes use separate controllers for 121.0 and 120.60 and keep the 2 frequencies separate.
4.2.2 Traffic in the Harbour
It was agreed that the high risk area is west of Hung Hom and North Point below 1000 ft. due to helicopters using the Wanchai Helipad, Shun Tak and the Peninsula Rooftop. Pilots are to be advised to keep to the following discipline over the Harbour.
• Fixed wing aircraft to maintain 1500 ft. westbound and 1000 ft. eastbound.
• Helicopters to maintain at or above 1000 ft. when transiting.
Pilots must exercise a high standard of airmanship. “See and be seen” applies not only to lookout but also to listening out on the radio.
4.2.3 Position Reporting
Pilots are reminded to make accurate position reports when operating in the Control Zones. For example, simply reporting “Waglan” is insufficient and the PIC should report specifically to enable ATC to identify position to within a few square kilometres, e.g. “Junk Bay”, “Clearwater Bay”, “Shek O”, etc.
4.2.4 Pilots are also reminded that it is good practice to report “Green Island” and “Cheung Chau” due to heavy traffic at these two points. (At one time, there was a standing NOTAM making this mandatory. The NOTAM is no longer in force. However, it is still good practice to continue reporting at these two points.)
UCARAs
5. Regulations for Local Flights in the Uncontrolled Airspace Reporting Areas (UCARAs)
5.1 GENERAL
5.1.1 All pilots intending to operate within UCARAs are required to have satisfactorily completed a border check of the areas with a company approved Training Captain, Qualified Flying Instructor or Assistant Flying Instructor.
5.1.2 UCARAs airspace is classified as Category G with an additional requirement of two-way radio communication.
6. Procedures for Local Flights in Uncontrolled Airspace Reporting Areas (UCARAs)
6.1 GENERAL
6.1.1 Special areas have been defined to permit aircraft operations to take place under VFR. The associated procedures have been developed to allow such flying to take place without interference to aircraft operating in accordance with IFR and/or in the Hong Kong Aerodrome Traffic Zone and Control Zone. The seven areas are designated as Uncontrolled Airspace Reporting Areas (UCARAs) : Mirs Bay, North Border, New Town, Ninepins, Port Shelter, Tolo and Waglan.
6.1.2 UCARA airspace is classified as Category G with an additional requirement for tw0-way radio communication.
6.2 LATERAL LIMITS
6.2.1 The lateral boundaries of the UCARAs are indicated on the map above.
6.3 VERTICAL LIMITS
6.3.1 The vertical limits of all the CTZ are 2000 ft AMSL
6.3.2 The vertical limits of the UCARAs are :
a) New Town and Port Shelter Surface to 2000 ft AMSL
b) Tolo Surface and Mirs Bay to 3000 ft AMSL
c) Ninepins Surface to 3500 ft AMSL
d) North Border Surface to 2000 ft AMSL (normally aircraft will be restricted to 1 000 ft AMSL or below. For operations above 1000 ft prior permission from Hong Kong ATC is required which will be subject to co-ordination with Sham Chum ATC).
7.5 Communications
7.5.1 Pilots shall establish and maintain two-way communication with ‘Hong Kong Information’ on entering and when operating within UCARAs.
7.5.2 Pilots shall report their position and altitude as follows :
a) When entering/leaving each UCARA;
b) Every 15 minutes if no other communication have been made within that period.
7.5.3 When ‘Hong Kong Information’ is not available, pilots should broadcast their positions on frequency 121.0 MHz at appropriate intervals and when crossing UCARA boundaries, for the information of other aircraft in the area.
7.5.4 In order to enhance flight safety in the vicinity of the entry/exit routes to/from the Shek Kong Aerodrome Reporting Area (SKARA), pilots are to include in their initial transmission on leaving the SKARA, the name of the entry/exit route, as well as the
UCARA they are entering.
8. Flight Information Service
8.1 Hong Kong Flight Information Service provides a flight information service to non-IFR flights operating within the UCARAs. The radio call-sign is ‘Hong Kong Information’ and the frequency is 121.0 MHz.
8.2 It is emphasised that the service offered by Hong Kong Flight Information Service is an information service only and collision avoidance is entirely the responsibility of the pilot-in-command. Traffic information will normally be provided to an aircraft only when it reports entering a UCARA sector or makes a periodic ‘ops normal’ report. Aircraft already operating within a UCARA are expected to maintain their own traffic watch between ‘ops normal’ reports by monitoring the FIS frequency for the transmissions of other aircraft.
8.3 Outside of the hours of operation of Hong Kong Flight Information Service pilots should make ‘blind’ transmissions on the Hong Kong Information frequency 121.0 and maintain a particularly good look-out for any deterioration of weather conditions.
9. Helicopters flying in the UCARAs
9.1 Prohibition to Single Engine Aircraft
You are reminded that the Hong Kong AIP prohibits single engine aircraft from the South Pass, East Pass and the Shatin Pass.
9.2 Low Level Operation
Pilots are to note that, in a recent communication from the CAD, the term “Low Level Operation” was taken as not above 200 ft. AGL.
VFR Example
Pilot Guidelines – Visual Flight Rules (VFR)
VFR stands for Visual Flight Rules. The pilot must fly and navigate with visual reference to the surface. Due to this, there are certain weather criteria that must be met for a VFR flight to take place.
VFR flights are not permitted in Class A airspace, so there are no criteria.
There is no Class B, D and E airspace in Hong Kong, so we will not explain the criteria.
VFR Flight in Class C airspace:
- 1,500 metres horizontally away from cloud
- 1,000ft vertically away from cloud
- In flight visibility of at least 5km
VFR Flight in Class G Airspace in Hong Kong requires two-way communication as traffic information will be provided when Hong Kong Information is on. Monitor 121.0 MHz when flying in UCARAs. Contact 123.6 for Sek Kong Traffic information. Blind Calls are required within SKARA airsapce.
